چکیده

Managers of emergencies face challenges of complexity, uncertainty, and unpredictably. Triadic constraints imply requisite parsimony in describing the essence of the emergency, its magnitude and direction of development. Linguistic separation increases as the crisis management organization is more complex and made up of diverse constituents. Therefore, a standard objective emergency scale is vital to quantify and unambiguously communicate the nature of any emergency. Previous work laid the foundations for an objective measurable emergency event scale. This article proposes a unified emergency scale based on a mathematical model, accompanied by several examples spanning local to national events. DOI: 10.4018/978-1-60960-609-1.ch014

A Unified Framework for Delineation of Ambulatory Holter ECG Events via Analysis of a Multiple-Order Derivative Wavelet-Based Measure

In this study, a new long-duration holter electrocardiogram (ECG) major events detection-delineation algorithm is described which operates based on the false-alarm error bounded segmentation of a decision statistic with simple mathematical origin. To meet this end, first three-lead holter data is pre-processed by implementation of an appropriate bandpass finite-duration impulse response (FIR) f...

Furthering Development of a Unified Emergency Scale Using Thurstone’s Law of Comparative Judgment: A Progress Report

In disasters, local civilians on or near the scene, are often first to respond and give aid. Therefore, the public needs to be well-informed with accurate, time critical information. However, a primary information source is eventspecific scales that are inconsistent in their categorization and measurement, adding confusion to public responsiveness. These scales are not extendable to new emergen...

Graphs vertex-partitionable into strong cliques

A graph is said to be well-covered if all its maximal independent sets are of the same size. In 1999, Yamashita and Kameda introduced a subclass of well-covered graphs, called localizable graphs and defined as graphs having a partition of the vertex set into strong cliques, where a clique in a graph is strong if it intersects all maximal independent sets. Yamashita and Kameda observed that all ...

A P2P Service Management Model for Emergency Response Using Virtual Service Pool

Emergency response is a time critical work that needs teams cooperate with various specialties from different organizations. It also needs to integrate existing information system to collect and assemble necessary knowledge and resources for critical emerging tasks and use it for collaborative problem solving. The model presented in this paper is the main result of an on-going national science ...
